Windows 10: Can't reset password.

Trying to help cousin who can't sign in to Windows 10. Gone through the steps online and received code. Says they will verify information and get back to me within 24 hours. It's been over 3 days.The phone number for the account is a landline for former employer. He doesn't have skpe or Outlook.Microsoft did send the 4 digit code to get to the security questions on his email.Nothing seems to work.
