Windows 10: Can't reset this PC - needs additional space. stuck in bootloop help!

Hi,I have a microsoft surface pro 6 with 16GB RAM stuck in a boot loop on windows 10. I can't even reset this pc as it says it needs more space. but no idea how to create space and not loose all my files while it is stuck in bootoop. please help me.Background:Before it shut down it was totally full to the point it was closing google systems. As I was trying to free up space in an external networked drive. Deleting a lot of files at once through my computer. I was in the process in resetting my computer, and suddenly it got stuck in a bootloop and nothing will work

 

Bootloop after reseting pc

I have an hp 250 g3 notebook pc. After I have upgrade to windows 10 I have reset the pc because some application were not working. After some time an error come "a problem occur while reseting this pc". After that I continue to windows 10 and the problwm
occur. It is doing an infinite bootloop. My question is if I can repair myself or I must go to a repair shop (my warranty is still valid).

 

Stuck in bootloop

I am stuck in bootloop for a whilem it's asking me to choose and is or advance options. When I choose an os it will go to lock screen but it doesn't have a way to enter pw. I restarted and same thing will happen.
