Windows 10: Can't run chksdk on external HDD : STOPS at examining file name linkage

Here's the error I get

Windows 10 file name linkage errors...

Even after the MSFT Level 2 tech re-installed Windows 10, I am still getting the following erros which do not get repaired when I perfomed a scan and fix disk:

Suggest you try the below mentioned steps to fix any issue with system files, when you access the desktop screen:

• 
  Press CTRL+Shift+ESC to open Task Manager.
  
• 
  Click File > Run New Task
  
• 
  Make sure you have a check mark beside “Create this task with administrative privileges”
  
• 
  Type CMD
  
• 
  Type the following commands at the CMD prompt:
  
  dism /online /cleanup-image /restorehealth
  
  sfc /scannnow

Usually, this problem occur due to software incompatibility or corrupted USB drivers. For us to better assist you, we would like to clarify the following:

• Have you made any recent changes on your computer prior to the issue?
• Which driver did you uninstall? Have you reinstall the driver? If yes, how did you reinstall the driver?
• Have you check if the external HDD is visible in Device Manager?
