Windows 10: Can't scroll up and down in start menu using touchscreen

I have a Windows 11 laptop that supports touchscreen.However, when I open start menu using touchscreen, I cannot slide up and down to the second page of fixed programs. It's strange because I can slide left and right to change between fixed programs page and all programs page, and I can slide up and down normally in all programs page. The fixed programs page is the only place my touchscreen behaves strange. Also, I can use keyboard and touchpad to go to the second page of fixed programs without a problem.I'm sure that the touchscreen/keyboard/touchpad are all working fine, because I've never b

Thanks for posting. To troubleshoot this issue, follow these steps:

• Open Start Menu.
• Go to Settings>Devices>Mouse and Touchpad.
• There should be an option called Scroll Inactive Windows. It's turned off by default, so try turning it on.

Can't scroll in start menu windows 10


Hey all.

I updated my windows to 10 and all is good besides the scrolling.

I cannot scroll in the start menu or some other menus in windows. (File explorer works and of curse that in chrome everything works.)

It's just the start menu and basically all the menus in the new windows 10.

The funny thing is that's it shows me the little mark that's get showed when you actually do scroll, but nothing happens.

I'm using Samsung 9 series, with Syntaptics drivers which are installed.

Any suggestions??

Continuous scrolling in system menus - not documents etc though

Putting the mouse in menus (start menu or drop down menus) when I scroll down it scrolls itself back to the top again. I've read the various suggested fixes, and tried them- even ones that don't apply ( this is desperation). Its not a hardware issue. Because I've swapped mice and USB wireless dongles, and disabled the keyboard. Also it doesn't happen within documents. But it does happen with my start menu and printer list. And when I tried to change mouse scroll settings it instantly scrolled up to the max number in the number of lines settings I've made sure the setting for turning off scrolling unused Windows is off. Or whatever it's called- as recommended. I've run DISM and SFC. I've booted into safe mode. And I've also done a clean restart. I've checked this applies to both users on the PC. I've done a system restore. And since I couldn't uninstall the last Widows update (because I couldn't scroll the list)I did a reimage from Macrium to a version from two weeks ago- the problem started within the last 48 hours. I'm at a loss to think of what else to try. All the various suggestions in threads I've seen on the internet run out at this point. It's making my PC very difficult, if not impossible, to use. e.g I have two printers. If I want to switch from the default to the other in the list, then the list scrolls itself to the top, which is "print to file". This does not happen in pages of documents or web pages. I can scroll up and down in this post, no problem, and the web page that contains it.
