Windows 10: can't see new notifications; settings all mixed up; can't remove enus intl keyboard layout

so three questions here:first, can't open notification center if i click it, also can't see my new notifications on screen.second question, most important is my settings is all mixed up for some reason after i restarted my pc once after only changing language settings. here's an example:third question is that there is a keyboard layout EN United States International that isn't in settings as i know already i'm not the only one with this problem and there is no easy way to remove it.

thank you for the reply, but I am probably missing something.
As you can see from the attached picture, language settings DOES NOT list the keyboard layout I want to remove (ENG INTL). So, how can I remove a layout that is not listed in the Language settings?

For some unknown reasons I have this african (???) keyboard layout added to the keyboard switcher list. I don't want it. How can I remove it?

EDIT: To clarify this: I have never added this layout, and it is not present in the list at the settings pane.
