Windows 10: Can't seem to fix my windows security, opening it either leads to a blank black screen, or...

I had to reset my computer to factory state to fix some issues it was having, but immediately upon starting up after resetting, I cannot access Windows Security at all. upon clicking and opening Windows Security, it opens up to a blank black window, with no Protections Areas or anything at all to click on. If I go to settings>privacy &security>Windows Security and then try and access any of the options for the protection areas through there ex: Virus & threat protection, every option brings me to an otherwise blank windows security window with the pop-up of "your IT administrat

See if you can boot to the BIOS using the information in this link:
