Windows 10: Can't select a speech language

I have been having problems with some games on my computer that uses voice recognition and the only thing that's left on the fixes that developers have listed is to select the right speech language english. But in my settings it's impossible to do so. I have also been having problems with changing the language that is shown by windows on the screen and right now i am stuck in Swedish.

Cannot select Portuguese (Brasil) as a speech language

Cortana is optimized for specific language and market pairings. She works best when your region and language settings are aligned.

Cortana works best if all these settings are set to the same language:

• Languages (this is your device language)
• Speech language
• Country or region

To confirm that your settings are correct or to make a change:

• Open Settings. Select Time & language, and then select
  Region & language.
• Check the Language (set as default) setting for your Windows display language. To get a new language, select
  Add a Language and then choose one from the list. It may take a few minutes for the language pack to load. If you remove a language you can always add it back later.
  
• Check the Country or region setting. Make sure the country selected corresponds with the Windows Display language set in the Language setting.
  
• Go back to Settings > Time & language >
  Speech and make sure the Speech language setting is aligned with the previous settings. If the language you want isn't available, follow the steps on the next tab to add it.
  
• Sign out and then sign back in for the new settings to take effect.
  

Note: For mobile devices, make sure you have the correct settings for
Language, Region, and Speech under
Settings > Time & language.

• Go to Language > Add language to add a new language.
  
• Go to Speech > Add a language to add a new speech language.
  

Note: You can try out Cortana through the Cortana Language setting even if your language and region settings are not aligned, but Cortana's functionality will be limited.

For some languages you might need to manually download a speech pack.

• Go to Start and open Settings.
• Select Time & language
  > Region & language.
  
• Select the language you want to add speech to, and then select the
  Options button.
  
• Under Speech,
  select Download.
  It may take a minute or two for the speech pack to load.
• Sign out and then sign back in for the new speech pack to be added to speech options.
  
• Go back to Time & language,
  select your new language, and then Set as Default.
  
• On Settings >
  Time & language >
  Speech, make sure the
  Speech language setting is aligned with the previous settings.
  
• Sign out and then sign back in for the new settings to take effect.
  

Note: If you try out Cortana through the Cortana Language setting, the corresponding speech pack will be automatically downloaded to your device.

I am unable to do this step:

• Go back to Settings > Time & language > Speech and make sure the Speech language setting is aligned with the previous settings. If the language you want isn't available, follow the
  steps on the next tab to add it.

Even though I have followed all the steps exactly, and have installed all the required files (see my first post) but the drop down for speech language only has English (US) as an option. I have tired uninstalling and reinstalling the files, but the option
in the drop down still does not appear. What is causing the speech option not to work even though everything required for it is there and installed correctly?

I suggest you to follow the below steps to check the language and speech settings in Cortana.

• Press Windows + I keys on the keyboard to open settings menu.
• Click on Time and language and select region and language.
  
• Under Language option, check which language is Set as default.
  
• If you find different language, you can change it by clicking on Add a language option.
  
• Select your preferred language (English UK) and click on
  Set as default under English UK language.
• Now, click on English UK and click on Options.
• Download the language, handwriting and speech packs.
• Now, click on Speech from the Time and language settings menu.
• Check if you are able to select the speech settings to English UK.
• After performing above steps, check if you are able to use Cortana.
