Windows 10: cant set up my PIN for admin account

Hello,I have the following problem: I can no longer log in with my admin account, the message appears that there has been a change in the security settings and I have to set up my PIN again photo 1. When I click on the “Set up PIN” link, everything works at first: I have to enter my email address from my Microsoft account and confirm with a code via another email photo 2. When I then confirm that I want to change my PIN, I am told that a problem has occurred and I cannot set up the PIN again photo 3. This happens every time I try to set up the PIN again. As a result, I can no longer log

Settings can't be opened using the built-in administrator account

Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.

Microsoft Account PIN and password

We appreciate the screenshot that you provided. to start troubleshooting the issue with you logins, we suggest that you follow the steps below on how login pin goes back to password:

• Click Start menu and go to Settings.
• In Settings, click the Accounts icon.
• Click on Sign-in options.
• Change both your password and pin one by one.

Why does my Admin PIN not match the PIN used to log in to my account?

I am having issues with the PIN requested when attempting to download new applications or software, as the PIN that I use to sign-in to my Microsoft account does not match the PIN asked for when attempting to download new applications.

I have tried resetting my pin three times now, changing accounts and trying to set up a different account as the Admin, but I cannot seem to change the admin account and in order to access my admin account I need the PIN, which is apparently not the PIN used for logging-in to the Microsoft Admin account on my PC..

Any and all suggestions are appreciated.
