Windows 10: Can't set up PIN - Ngc folder is a short cut - Can't delete - Unable to display current ownwer.

I an unable to set up a PIN on my Dell XPS laptop. I have reset Windows.


The Ngc folder is showing as a shortcut.
I've tried to delete but I don't have permissions.

I've tried to open it but a message pops up saying it can't be resolved by the system.

When I right click and go to the security tab/advanced - The Owner: says "unable to display current owner"

When I click the Change link next to the message the Advanced Security Settings for Ngc form pops up and says I "do not have permission to view or edit the object's permission settings."


Any solutions out there?

Windows Hello Pin won't allow setup - Tried Ngc folder contents deletion

At some point I stopped being able to log in with my PIN or fingerprint reader. Since logging on with my password and trying to reset the PIN I have not been able to use Windows Hello.

Trying to add a new PIN leads to the eventual message of "Something went wrong. We weren't able to set up your pin..."

Following instructions from various help forums I have deleted the contents of the Ngc folder and have also tried resetting the Access Control Lists on the Ngc folder. Neither of these things have worked.

Does anyone have any further suggestions?

Hi Varun,

If you are still having issues in creating a PIN after trying troubleshooting the issue using the step suggested by Lawrence Lib.

The next step is go to: C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\NGC.
Delete all the contents of the NGC folder. Note:
You must be logged as Administrator to do this.

After deleting all the files from the NGC folder, got to: Settings >
Sign-in Options. Click Add a PIN to enter a new PIN for your account.

After receiving no replies here, I asked this question over on Microsoft's support site. I'm copying the reply I got there, with the one modification I had to make to get it to work.
