Windows 10: Cant share folders over network

I tried everything. Eevrything has been messed up since homegroup was removed. I want to share a folder to a computer on the same network as me but a) the share tab is grayed out so i cant select to share, and b) their computer doesnt even show up event though BOTH of our computers are set to allow file and printer sharing. I looked up how-tos and even did the steps according to the microsoft website to no avail. So, do NOT suggest selecting the share button under the share tab because I CANT. I need to have my computer connected to the other one on the network and vice versa.

I could not help but notice in step 1 you say to enable " Function Discovery Resource Publication "

In most of the posts I have read on Ten Forums they also suggest to enable " Function Discovery Provider Host "

Are you suggesting that Function Discovery Provider Host is not necessary.
