Windows 10: Can’t shut down after Windows 10 installation

I replaced a HDD with a Samsung 860 EVO in a HP Pavillion p7-1154PC. I did a clean install and reinstalled windows 10 with ISO file and linked it with my Microsoft account. I then installed some of the programs it had previously (Norton, etc.)

It boots fine but for some reason will not turn off. These are the things I did to try and fix it:

1. 
   Check boot order. It gives both UEFI and legacy boot sources. For UEFI, it has windows boot manager as the first one. For legacy, it has the hard drive P0 Samsung as the first.
   
   
2. 
   Troubleshooted power, updates, etc.
   
   
3. 
   Command prompt as admin and did “scannow” (found no integrity violations) and also did a forced shutdown
   
   
4. 
   Turned off “fast startup”
   
   
5. 
   Unplugged power cable while on, waited 20 minutes, then plugged in and booted (no issues booting again)
   
   
6. 
   Reset CMOS by taking out button battery for a few minutes and then turning it on again. This brought my bios settings back to default.
   

Even after all this, it won’t shut down. The screen will go black after the “shutting down” but the tower continuously stays on. Only way I can turn it off is by manually holding the power button or by unplugging it. I let it stay like this for a few hours and it still never turned off.

Also, maybe this has some importance but I didn’t update the new optional 1909 update since I heard it causes problems.

What else can I do? I’m honestly out of ideas except wiping the brand new drive and just reinstalling windows again in case it’s a software issue.

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx

Installing Windows 10 on New PC?

I'm going to be building a new PC on Christmas and want to install Windows 10 on it. I have Windows 10 on my current PC, which I installed upgrading from 8.1 with the files on a USB. How do I go about installing a clean copy of Windows 10 on this new PC? I think I recall something about installing it once makes Microsoft recognize your hardware, but since this will be a PC I'm not sure what steps I need to take. Do I need to go 8.1 -> 10 or is there a method of going directly to 10?
