Windows 10: Can't sign in to Xbox app or install games on the app.

I have just got back into the xbox game pass and have installed the xbox app for PC. unfortunately with the app I am unable to sign in or install games. whenever I click "sign in" a white window pops up for a second then closes. I tried installing a game despite the sign in issue but it says that a location to install the game in is unavailable. It won't detect my storage.I've tried many things to fix the issue but nothing seems to work including using my phone data as a hotspot in case it was the wifi.I have been in contact with XBOX support who used quick assist to attempt some fixes, we s

Can't sign in to xbox app on windows 10 laptop

A corrupted file is one of the possible reasons as to why you can't sign in to the Xbox app on Windows 10. Changing some the network settings can help to resolve the issue. To change your network settings, kindly follow the steps below:

• Press the Windows key on your keyboard, and then type
  Internet Options in the search box.
• Click the Connections tab, and then click on the
  LAN settings button.
• Uncheck Use a proxy server for your LAN, and then check
  Automatically detect settings.
• Click OK, and then click OK
  again to save the settings.
• Launch Xbox app and sign in again.

If you still unable to sign in to Xbox app, kindly reset the app from the Settings menu by performing the following steps:

• Press the Windows key on your keyboard, and then click the Settings icon.
• Select System, and then select
  Apps & features.
• Find the game, and then click on Advanced options.
• Click Reset.
• Restart your computer for the changes to take effect.

Xbox PC App Error

We appreciate your response and cooperation regarding this matter. Based on your reply, it appears that you need to enable the Xbox services to ensure that the app is up and running. You may follow the steps below to enable Xbox Live services:

• Press the Start button and type Services on the search box.
• On the list of services, look for Xbox Live Auth Manager,
  Xbox Live Game Save, and Xbox Live Networking Service.

The next steps should be done to the three mentioned services above:

• Right click on the service and select Properties.
• Set the Startup type to Automatic. If the service isn't started, click
  Start.
• Save the changes.
• Launch the Xbox App and sign in to your account again.

Xbox app fails to connect or sign in (0x80131509)

This is an issue with the game: Age of Empires: Definitive Edition

Windows version: Windows 10 Enterprise 2016 LTSB - completely fresh install, I installed the OS over the weekend and then installed the game once set up. Not really anything else running on it yet, no 3rd party anti-virus or modifications
or optimizations made.

Issue Description:The game loads and goes through the title screens, then on the menu it says I must
sign in to continue.

If click Sign In: dialog box disappears for a split second, you hear the default “error” noise, and it reappears instantly.

If click Exit: the whole game shuts down.

I then open the Xbox app to try and sign in there. It fails to sign in or even connect.

Error code: (0x409) 0x80131509 from xbox app; no error code in the game

Some of the things I’ve tried:

• Running as a local user, a Microsoft account user, an admin, a standard user, etc.
  
• Completely disabled firewall and virus scanning by Windows.
• Ran the Windows App Troubleshooter: per
  support.microsoft
• Performed the 5 suggested solutions found on this blog:
  xbox windows app problems:
  • Keep Windows 10 up to date
  • Reinstall the Xbox app
  • Clear Windows Store cache
  • Change regional settings
  • Enable the Xbox app from Services
  • Run SFC scan
• Checked this troubleshooting recommendation from Microsoft:
  answers.microsoft
• Submitted my DxDiag file, StoreLogs file,
  StartupLog file, and Event Viewer file to the support team of the game. They're just sending me links to Microsoft support articles so I guess they didn't find anything specific in the
  logs.

Note that the Windows Store app is working fine. I purchased the game through there, and also installed other free apps like Netflix for example and those work fine. This is (probably) specific to making a connection to xbox services,
even though it says they are running.
