Windows 10: Can't sign into Google account after reset; Error code 0x80070490

Reinstalled Windows 11 on my HP Laptop due to very poor running. Tried reset without saving apps & files; got stuck at 64% installing. Downloaded OS system to USB and installed. Used custom install and at HD drives got message that the drive order was not in recommended order. Installed on primary drive anyway. Ran much better, great for this unit, except I was unable to add my google acct to the computer accounts or the mail app. Got message after password entry, passing 2 step authentications, and allowing google for full windows access "We couldn't find your settings" error code 0x800

Reinstalled Windows 10 on laptop with clean install. Noticed mail icon in taskbar is black instead of blue. Tried to add Gmail account to mail and received error code 0x80070490. Outlook account listed email address so I clicked on it and Gmail account was added. Now I can send email but not receive. Signed into Google and can send and receive there. What's the problem with Gmail account on laptop?

Cannot sign in microsoft account.

My device: Lumia 520. GDR2.
I cannot sign in my Microsoft account on my device. It didnt say any error but Microsoft account is not listed in Email and account list. When I click add button, it will show microsoft account option but after press sign in, it is still not shown in email
and account. Another problem is i cannot delete facebook account. Error code: 0x83cf1202. I have tried as suggested here: http://support.microsoft.com/kb/2475837/en-us#step0x83cf1202 but as my Microsoft account is not shown, I cannot do step 6.

Any suggestion?
