Windows 10: can't stop rsEngineSvc.exe from running on my pc and can't even delete it

i dont remember download something called rav endpoint protection and now i have it idk why and i cant stop its service i always get "Access is denied", i have tried these :end task from task manager - "Access is denied"go to the exe it self and delete it - "cannot delete this file as it is opened by another program"force delete by administrator cmd - "Access is denied"i tried to scan it with many other anti viruses - they couldnt detect anythinguninstalling it from control panel/settings - i didnt find the program anywheredisable startup - didnt find it thereso basically its just a service 24

This is a big problem , i search everywhere and i didn t find any answer . If I try to open comand promt it s apear This app can t run on this pc , if i try to change my account nothing happens when i click the buttons , if I try to turn off something
nothing happens , any button or swich that i try to press nothing responds , it s the same , i try to format my computer , to delete data , to reinstall the windows and it give me errors , what can i do ? i can t open anything . This happend when i updated
my computer last time , my windows expired , but i can t activate it because when i try to do that nothing happens , please help.. Windows 10 destroyed my computer

Thanks for your suggestion, but this is a prepaid phone --- no contract. As I said T-Mobile lists the number under an unknown carrier and suggested I contact Microsoft.
