Windows 10: Can't toggle off Windows Hello when filling passwords

Windows Hello doesn't let me access saved passwords on Chrome. I went to Chrome's privacy setting and tried to toggle off Windows Hello "Use Windows Hello when filling passwords" button, but it keeps back to "ON"--doesn't even allow me to turn it off. I reached out to Chrome, but they told me to ask Windows. I am using Windows 11. I didn't have this problem before. Maybe some security update issues?

There are several ways to troubleshoot sign-in issues in Windows 10. Since the system automatically fills out the password box with black dots and already did a few troubleshooting steps, we suggest creating a new user account to see if this issue will occur
on a new user profile. This will help you check if your current user account is corrupted. To do this, simply follow the steps below:

  Select the Start button, then select Settings > Accounts > Family
  & other people > Add someone else to this PC.
  
• 
  Type a user name, password, password hint, and then select Next.

If it is internet explorer, I would suggest you enable the auto fill feature in internet explorer and check if it helps.
