Windows 10: Can't turn on windows defender after uninstalling Spybot, other solutions not working.

I installed Spybot as an extra security measure but I noticed it turned off windows defender so I decided to uninstall it.However after doing that I still can't turn it on.I have tried everything I found online including:Completely removing spybot with Revo uninstaller.Messing with the registry editor.Tried installing gpeditor with no success.Terminate and reset windows securityI have tried this solution with no success https://answers.microsoft.com/en-us/windows/forum/all/your-it-administrator-has-limited-access/0074d126-791a-4936-a845-f84da2449c34?page=2I get the "your IT Administrator

How to turn on windows defender after upgrading to windows 10

This is the oldest computer and I think it was first used in 2013. I no longer remember what removal tools were or were not used. Today, on this computer I ran numerous removal tools from this link:

After the upgrade the Defender software was unable to be used. It would not turn on. Removing spybot allowed it to be turned on. This appeared to be a causal/effect relationship as I tried numerous methods to get defender to function. The last step and
only step that worked was the uninstallation of spybot. I think if the upgrade from 8.1 to 10 was done properly it should have been done after spybot uninstallation. But the partner.support.servies.Microsoft in the Philippines chose to perform the 8.1 to
10 upgrade without uninstalling spybot.

Concerning this spybot issue with windows defender, the only problem I have had is the other way round, spybot turns windows defender off, there is no way to turn it back on even going to services, the way I did it was to go to services turn spybot to off
then change it to manual not automatic, once I did that windows defender turned itself back on automatically. seems to me that spybot is the problem or perhaps a conflict between two similar programmes that monitor same issues.
