Windows 10: Can't type in Windows setup dialogue boxes

I'm trying to complete Windows setup on an HP laptop, but the dialogue boxes will not take any keyboard input. This includes screens like signing into a Microsoft account or "Who will be using this PC." So I cannot proceed past this point in setup to access typical Windows settings to troubleshoot the keyboard issues.I have tried typing in these dialogue boxes using an external USB keyboard. The keyboard DOES work in the BIOS menu accessed with F10, so I know the keyboard is not mechanically fried. In the BIOS, I have tried "Apply Factory Defaults and Exit" to no avail.System info:HP EliteBook

This might be a temporary issue on your computer.

I suggest you to sign-in out from the current user account, restart the computer, sign-in and check if the issue persists.

Also, try to install all the pending updates on your device and check if it helps.

Steps:

• Connect to the internet.
• Press Windows key and type updates.
• Click on Check for updates.
• Under Windows Updates, click on Check for updates.
• Try to install the updates being shown.

Unable to type in to box on 'Control Panel'.

In this case, we suggest that you follow these steps and check if the issue persists:

• Press Windows key + R, type control.exe srchadmin.dll, and click on
  OK.
• Click on the Advanced button.
• From the Advanced dialogue box, select Rebuild. Selecting
  Rebuild will begin the process of deleting, and then rebuilding your PC’s search index.

Note: While the steps to initiate the rebuilding process are simple, the actual process can take quite some time depending on how much data Windows has to index.
