Windows 10: Can't uninstall Photoshop Elements 9

I tried installing an old copy of Photoshop Elements 9 on my new Dell Windows 11. Once done I was prompted to restart, but I was then unable to reboot and couldn't get past the Dell logo. After several hours of troubleshooting I was able to regain access by reverting to the last repair point. Elements is now there in my apps, but when I try to open it just crashes. When I try and go through the uninstall process I get the message "this action is only valid for products that are currently installed". I've tried running Adobe Creative Cloud Cleaner Tool, but that doesn't seem to have help

After downloading the setup file, Install the setup files through compatibility mode by following the below steps.

I suggest you to install the program in compatibility mode and check if it helps.

Follow the below steps:

1. Right-click on the setup file of the driver and select Properties.

2. Select Compatibility tab.

3. Check Run this program in Compatibility mode and Run the program with Windows 8.

Unable to uninstall Adobe Photoshop Elements 8 on Windows 10

Adobe Photoshop elements 9 was working but after upgraded to windows 10 creator photoshop elements features will not work properly and it freeze up

I uninstalled photoshop elements 9 and reinstalled and same problem.
