Windows 10: can't unistall an app with administrator role

I was downloaded an app to my pc and gave it administrator role. HOwever I couldn't find the app on the disk that I downloaded it so I thought the download process did not work and uninstalled the files. I tried reinstalling the app but the downloader now tells me that the app already exists in my computer so I tried uninstalling it through "add or remove programs in my settings" but it says:User Account Control This app has been blocked for your protection. An administrator has blocked you from running this app. For more information, contact the administrator. setup.exe Publisher: Unk

unistall apps that doesnt apear in apps ñist or in storage sense

How can i unistall an App that doesnt apear in the App list or in the Storage sense.. The App that i want to unistall is " one Reader". Help me.
