    Can you try to uninstall the KB5031354 update to confirm that it is the one that causing slowness on your PC?

    Open Settings > Windows Update > Update history > Uninstall updates .

    On the list that appears, locate the KB5031354 update, and then select Uninstall next to it.

    Can't update to version KB5031354

    2023-10 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5031354)

    When installing 2023-10 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5031354), I get "Install error - 0x80248007", which is a different error than "Luke 32" got.

    I haven't tried "Christine"'s suggestions yet though. I'll try to Update catalog download first.
