Windows 10: Can't update Windows or download/update apps in Microsoft store - Error Code 0x80004002

I ran into this issue recently and ended up hard resetting my device. That worked for a little while and a recent update seems to have gotten me back into this state. I've tried most of the steps in this thread but none have worked. I particular step 2 from the above linked thread does not work because when I run the ren commands I receive the error:"duplicate file name exists, or the file cannot be found"This doesn't make sense as I see the SoftwareDistribution and SoftwareDistribution.old files under This PC > Intel 730 Series C: > Windows and I see the catroot2 and Catroot2.old file

Vista x64 won't download updates?

The last updates on my home desktop are dated 16th June.
I've powered it on some 3 or 4 times since then, but nothing was downloaded automatically as per settings.

I tried the manual update from the CP but I get an error code 80070002.

I did the troubleshooting suggested (i.e. stop the Windows Update service, delete the temporary update files, restart the Windows Update service, and then try to check for Windows updates again) but I still keep getting the same error code, even after rebooting *Confused

What gives?
