Windows 10: Can't upgrade to 21H1

I have tried many times, in many ways, to upgrade to the 21H1 feature update. Every time it is downloaded, it is installed at one point, then after reboot, the changes are downloaded and it reverts to the previous state: error code 0xc1900101. At one point I did a full clean install of the operating system and before loading any apps, I applied the update, the same result. I tried some suggestions found on Google and nothing could not update.
