Windows 10: Cant use esc or win key to set shortcuts

for some reason all my app's shortcuts are set to "none" like task manager and snipping tool, so when i try to manually set them to the defaults ctrl+win+esc, win+shift+S esc and win don't appear, only ctrl+win and shift+S, in fact when i try to set the win key it opens start menu so i have the idea that esc is also doing something else but how can i set them in the shortcut menu?also, for some reason i cant upload images in the post because it fails to load them so i attach a link of the menu that I'm in from the internethttps://images.tips.net/S15/Figs/T10869F1.png

Ctrl-Esc... Minimize Gaming Window - Win7

ctrl+esc = Win/meta/super

it's been around forever. back then my keyboard doesn't even have a Win key.

there's also alt+esc, it's like alt+tab, but without the box switch, jumps directly to windows.

 

Desktop HTML shortcuts being listed in Apps under settings?

A friends Win 10 installation is listing Desktop HTML shortcuts under Apps in the Setting App listing. Seems to have happened after he downloaded and installed a program in support of some two way radio equipment. System Restore does not correct the problem. Suggestions appreciated.
