Windows 10: CapsLock on screen display broken

Since yesterday 17th July I noticed my CapsLock on screen display is not working the way it used to. I would press the button to activate caps. The light on the key lights up and I see ABC on screen. When I press to de-activate the light on the button goes off and I see abc on screen. However yesterday the on screen notification just says abc in lowercase every time I hit the CapsLock key. CAPSLOCK on

Caps Lock icon displaying on the screen can be turned on and off. To know how to remove the icon on the screen, follow the steps below:

• On the Search bar, type Control Panel and then hit Enter.
  
• Click on Display icon, then click on Change display settings on left panel.
• Click on the Advanced settings, then click on On-Screen Display or
  Screen configurations tab. Important Note: If your system doesn't have
  On-Screen Display or Screen configurations tab, you need to install
  Hotkey driver.
• In Properties window, make sure Enable on-screen display is checked. Under
  Indicator settings for NumLock and CapsLock section, look for
  While the numeric lock or caps lock is ON section, choose the Show the indicator for a few seconds option.
• Click Apply, then click OK.

Capslock is Broken please help.

When i click "Capslock" the indicator for capslock turns on but when i type the letters are still in lower case,

things i tried to fix this issue:

a.) I tried using a On -Screen Keyboard but the result is still the same.

b.) I also tried remapping the capslock button to my right alt (same thing happen).

c.) i tried toggling "To turn off capslock "Press The Shift Key" on, and it only change from lower case to uppercase when i click Capslock > Shift, then to bring it back to lower case i have to do the same thing Capslock > Shift.

Broken Capslock

So i have problem , my capslock selects all and i don't have any idea how to fix it. I can't write whole capsloced word becouse i'm to used to capslock.
