Windows 10: Cast to PC no longer working

Been using Windows 11 for a while now, with automatic updates enabled, wirelessly casting from my android to my pc. Even when neither was connected to a WiFi network, casting always worked, the only thing that would disrupt the connection was using a VPN on the phone, but even then my phone would still be able to find the pc, though unable to connect. A couple of months ago, I think around the time the Connect app renamed to Wireless Display, my phone was now only able to find the pc for casting when Wireless Display was open, where before that hadn't been necessary, a minor inconvenience but

Cast-to-Device Function on Windows 10 PC no longer working

I am trying to cast video from my primary PC to my TV (Samsung Smart TV). When I select cast-to-device, no devices are listed and it searches for devices but does not find any. Under devices, the PC shows the Samsung TV device but it is grayed out.
On another PC, it does show the TV under devices and it is active (not grayed out). At one point, casting worked on my primary PC but stopped at some point. All my PCs and the TV are connected to my home network. The TV and secondary PC have a direct connection
into the network (wall jack which goes to switch and then cable modem.) The primary PC is a bit different in that the connection goes from the PC to a wireless router n from the wireless router to the wall jack... Strange because it worked before.

Any ideas or suggestions would be very helpful.
