Shouldn't a modern dvd rom be able to read ALL cds?

I've got 2 cd rom drives see..

CDROM 1

CDROM 2


and 2 cd's...

CNC3
NFSMW Disk 2


CNC3 works in CDROM 1, but not CDROM 2.
NFSMW D2 works in CDROM 2 but not CDROM 1.


CDROM's are officially on my hate list *Wtf :wtf:
