Certain files on my computer have become impossible to change the security settings of them

Basically I have a list of files where I don't even have the ability to read the permissions of the object, or display the current owner of the object. I'm the administrator of the computer and even when attempting to continue with the administrator privileges I just get "You do not have permission to view or edit this object's permission settings."

I know for a fact that this file is not a system file, after all, I created it myself, and this is not the only file to randomly have a hard stop on my abilities to delete it. I just want to be able to get rid of this file without having to install linux on a flash drive and deleting it via some linux wizardry because I'm too lazy to do so at the moment.

Further, I've attempted to look online for solutions and am either getting: Install this random piece of unvetted software or do command line tricks that don't work even in administrator command prompts.

takeown /f doesn't work in an admin command prompt, icacls doesn't work either don't even have read permissions as an administrator.

"Clean booting" where I disable all non-microsoft services and Malwarebytes doesn't help either.

The only thing I have really yet to test is booting into safe mode and attempting magic there, but.... it's personally a massive pain to do that and as such I want to save it as a "last resort" that is not linux and forcefully removing the file via a separate OS.

Is there anything I can try other than the two things listed or am I stuck and have to attempt them? I've basically tried every poweruser item listed on the internet with no luck.

    :)
