Windows 10: Certain programs are really slow when I drag them

Hi, I've been having a problem for some time now where certain programs are really slow when I drag them along my screen.


I've tried a few things in order to fix this, such as updating and rolling back my drivers, but neither of these seemed to work.


Along with this I've also been having other problems which I feel may be related to this such as certain programs such as After Effects refusing to open at times


Additional information which may be of use:


I bought my PC back in January, the specs are:

IntelR CoreTM i5-9600 CPU @ 3.10GHz 3.10 GHz

16GB RAM

NVIDIA GeForce GTX 1650

I'm not really sure what's going on here and if anyone could help me out I would really appreciate it as this problem has been driving me a bit crazy recently.

Cant Drag & Drop in Certain Apps.

I cant drag & drop files in certain applications.

• Browsers will no longer let me drag a url into the toolbar or on the desktop.
• Photoshop, etc. . will no longer let me drag and drop files into other files.

This is driving me insane & taking alot of time. Any help would be great. (I have another machine running everything the same with no problems)

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.
