Dark mode / Light mode doesn't work

This was all caused by that new light theme in version 1903 of Windows 10, to revert everything to the settings prior to that update, here are the steps . ..

Open the Settings App (gear icon on your Start Menu)

Go to Personalization - Colors

Set 'Choose your Color' to Custom

Set Windows Mode to Dark

Set App Mode to Light or Dark

Then that option to change the Taskbar color should be active . ..

You can also set App Mode to light or dark separately form Windows Mode and there is a new feature in 1903, where form each Apps settings, you can individually set an app to either dark or light mode . ..

Force light mode in Google Chrome

Since yesterday google chrome have been running in dark mode. As far as I understand, this is due to a new update which makes chrome follow the mode of my default app mode. When I google for an answer most of the questions is about how to enable dark mode, but not many about how to disable it or force light mode.

I'm running on windows 10 with dark mode as default app mode and I intend to continue doing so, so changing to light theme isn't the solution here. I have tried changing the theme on chrome but the url bar is still in black so that would be the last solution.

I've seen a number of command line switches on peter.sh but those are intended for chromium, not google chrome (I know that they share many similar switches but they are not completely identical). I saw that there is a --force-dark-mode but it seems like there isn't any --force-light-mode.

Can I find an updated list of google chrome command line switches somewhere else, or any other solution that might work?

changing from dark mode to light

My wife's laptop has dark mode enabled, and sometimes we cannot see text.
On my desktop after selecting Personalization, then Colors there is an option for light or dark modes, on the wife's laptop this option is not there ?
Note sure if this is part of it but, Transparency effects is optioned on and, I can't option it off.
The High contrast mode is currently turned off.
