Windows 10: Change to boot/start screen pic keeps getting ignored

I didn't like the screen image that was always displayed behind the logon & password field on boot, so I found it in C:\Windows\Web\Screen\img103.png. I had to alter the ACL to allow me to change it, but I deleted that file and replaced it with a different image with the same filename. When I rebooted, my changed image appeared correctly.

But when I booted up today, the old image was back! So I checked C:\Windows\Web\Screen\img103.png, yet it still was the changed pic I had chosen to replace the old one. So where was it getting the old, deleted image from?

I checked C:\Users\[usernname]\AppData\Local\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\LocalState\Assets, and the old image file wasn't there. And I haven't performed any SFC command, so that's not the answer. So where the heck did Windows find that old image, and how do I prevent it from doing that again?

I don't have Control-Delete to login enabled.

Lock Screen keeps changing

Thank you for writing to Microsoft Community Forums.

Windows Spotlight picks the photos from Bing and displays them in the lock screen. I understand that you have set a picture and it is getting changed automatically.

I suggest you to follow the steps to select the Picture that you want to be displayed on the lock screen. Please follow the steps mentioned below to set a Picture to lock screen:

1. Press and hold Windows + I key on the keyboard to open settings.
   
2. Click on Personalization.
   
3. Click on Lock screen.
   
4. Click on the drop down under Background and select
   Picture.
   
5. Click on Browse and select the picture that you want to set.

I would suggest you to try the following steps:

• 
  Click Start icon and click Settings
  
• 
  Choose Personalization, click on Start
  
• 
  Turn on “Use start full screen”
