Windows 10: Changed desktop folder icon; icon does not show

Windows 10 Pro.I right-clicked a Win 10 Desktop folder named "Email", selected properties, clicked "Change icon", browsed to a folder on the desktop I created to hold downloaded icons and assigned a downloaded icon to the desktop folder. Got no error, but the icon does not display in File Explorer.Now when I right-click that folder, select Properties, and click "Change icon", I get this message: "Windows can't find the file %USERPROFILE%\Desktop\CONS\ICON-Raindrop-email.icl"What do I need to do to assign that icon to a Windows 10 folder and have the icon display?

I want to change a few folders icons and fix the icon to the folder so if its moved to other computers the icon wont change is there any way of doing this thanks,

Remove Linux Desktop Icons

I am not sure whether this will work (Ubuntu does not have icons like that on the desktop by default), but I suggest opening the trash bin and sweeping the icons into the window showing the trash bin.
