What is the relationship between Win 10 and the motherboard?

I've read that in order for some folks to access UEFI/BIOS they need to go through a multi-step process in order to have the POST message displayed long to press whatever their "enter BIOS" key is. This implies to me that the OS is at least communicating on some level with the motherboard, Just for my sanity can Win 10:

1. change UEFI/BIOS settings?
2. change/flash firmware?
3. flash BIOS?

If the answer to any of the above is "Yes" are the changes logged and where would I find the appropriate logs?

Changing motherboard

Having spent a lot of time trying all of the suggestions from the community and from ASUS, who made the motherboard, I have to admit defeat. ASUS state that the motherboard I am using, M4A87TD USB 3.0 Rev 1.x (AMD 3+), is not suitable for Windows 10. Although
the vast majority of the functionality is very good I cannot get consistent operation of DVD drive and external drive using USB 3.0. The necessary drivers are just not available. Oddly, both work fine sometimes!

As I like W10 my next move is to change the motherboard to a W10 compatible using my existing AMD processor. My question is if I just change the motherboard will Windows run OK with my existing set-up or will I have to reinstall Windows from scratch? I believe
there might be a security problem with a change of motherboard.

Any help will be appreciated.
