Windows 10: Changing my CPU core usage made my PC unable to start up

A while back I tried to up my PC core usage to play a game that my computer had a particularly hard time running, I upped my AMD 6300 6-coreI think from 1 to 6 cores, this worked fine, my game could run but I changed my mind and decided to set it back down to 3. Today, i did a similar thing where I wanted to change my core usage, I went to System Config and changed it said i could only use up to 3 for whatever reason, so I tried switching it back too 1, and after I restarted my PC, it took forever for my windows to load, then once it finally loaded it said there'd been an error and id have to restart again. Once i did that, it kept me in the same loop of "theres been and error you have to restart" and then "automatic repair, restart or go yo advanced options" I tried all the advanced options besides outright reseting it because thatd would delete all of my files and i have 4 years worth of files on this computer that i do not want to lose. Can anyone help me?

....can assist me to solve this cpu high usage on all cores during first booting up pc ....i had to restart it again to make it normal usage on all cpu cores....happen everytime boot from cold start up windows.....tq

services are running to know that follow the steps below.

• Right click on Taskbar and select Task Manager.
• Click on Performance Tab and Click on Open resource monitor.
• Tap or click on CPU tab.

High CPU Usage Null Process

It is possible that other services are taking up disk usage and CPU loads without displaying itself on the task manager, causing a spike to the CPU usage. To further assist with your concern, kindly answer these following questions:

• When did this issue start happening?
• Have you made any changes to your PC prior to the issue (software update, installing new software, etc.)?
