Windows 10: Chinese comma is not working

I faced this issue with my screen keyboard, I should say that this issue persists only on my screen keyboard rather than on my Logitech keyboard. This is the only issue I noticed

As title, When I press the Chinese comma bottom on screen keyboard, Nothing Happens

 

Why I can't input the Full Character Chinese Comma in Traditional Chinese handwritting!!!

This is a very serious and old problem, but Microsoft never try to deal with it.

When we are writing in Chinese, we normally use the so called Full Character Punctuations, but Microsoft never properly incorporate that in traditional Chinese handwriting panel.

One of the biggest problem is that when try to input the Chinese Comma "，" in the handwriting panel, it always give us the English comma ",". This make it impossible to write anything long with the handwriting panel.

This is a problem Apple and Android solved years ago!!!! But Microsoft never deal with it. This is a serious problem happening since windows 8, and I dare to say the solution is simple. But no, Microsoft never care about people using traditional Chinese.

What is worse is that, there is a punctuation panel in the handwriting panel, and it has quite a number of full character punctuations in it. But the most important one, the Full Character comma is not in there!!!! Are you joking me!!!!
