I would suggest you to refer to the following steps and check if it helps:

• 
  Press Windows + X on your keyboard.
  
• 
  Select Control panel.
  
• 
  Select language.
  
• 
  Click on Add language.
  
• 
  Add the Chinese language from the given list.

Note: Steps mentioned for Windows 8/8.1 also applies to Windows 10.

Keyboard input for pinyin Traditional Chinese
