Windows 10: Chrome and Video Games Running Slow, Possibly Software-Related?

Since earlier this year, my laptop has been running quite slowly on Google Chrome and my video games. While my laptop Dell XPS 15 9570 is not the greatest out there, it has been able to run fairly demanding games at ~60 FPS on medium settings. However, I have been having stuttering issues on both Chrome and my games since several months ago. I am not quite sure what is causing it, but I suspect it is software-related. I tried rolling back to an earlier version of Nvidia software, which improved it somewhat, but still not to how I was able to play my games around December-January. What should

(I'm assuming you did at least a few of these steps, since you stated you tried other suggestions earlier)

I haven't gotteen to this suggestion yet - but, I've shut down half my Extensions and, now, I get the voice of the Youtube videos - but still not the video. Thought this clue might help.
