Windows 10: Chrome stopped working After 2023-10 Cumulative Update for Windows 11 Version 22H2

After 2023-10 Cumulative Update for Windows 11 Version 22H2, Chrome stopped working: not loading any pages including Chrome Help or anything from Chrome top right 3 dots. Webpages gave blank pages, and top right three dots gave "Aw, Snap!". I have uninstalled Chrome several times and restarted Window several times.

Why would an in-place Upgrade solve this problem? I did all the steps listed here but not the in-place update. The error I see in the Windows update window is "Download error - 0x8024401c" for 2023-03 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5023706). Its been logging this error since 3/17/2023

Note that on 2/15 everything seemed fine:

2023-02 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5022845)

Successfully Installed on 2/15/2023

2023-02 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5022497)

Successfully Installed on 2/15/2023

Been trying to update 2023-02 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5022845) and 2023-02 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5022497) on windows 11 pc and it keeps saying error I need help

"Please open Services.msc and set the App Readiness service to Manual. That ought to resolve the issue.
