Windows 10: Class not registered

I am having multiple issues with my computer.. My start menu isnt working, all UWP apps dont work, and windows store doesnt work. When I try to launch for instance: Photos, it comes up with an error box with a title of: explorer.exe, and it says Class not registered.. That happens when I try to launch any app that comes pre-loaded with Windows. And if its important, I rolled back from 1903 to 1809.

• Can you elaborate the troubleshooting steps that you've done so far?
• Are you able to tell us when did this happened and how long is this ongoing?
• Were there any newly installed applications or updates applied on the device?
