Windows 10: class not registered

My laptop starts up after logging in then goes black after a few seconds. apps like spotify and chrome which are set to start starts but my homescreen is black. i cant access the settings nor the windows menu. only when i go to the task manager and run "explorer" then my background will come back. my taskbar wont hide when i try to watch a fullscreen video and all of my buttons on the right side of my taskbar (wifi, notifications, ect) wont respond if i click on it (no notifications nothing). if i try to access internet explorer ,microsoft store or my images theyll just say "class not registered" and i think the main problem is with this. maybe i deleted something i shouldnt have. help

• Are you able to tell us when did this happened and how long is this ongoing?
• Were there any newly installed applications or updates applied on the device?
