Windows 10: CLASS not registered

in windows 10, i can not get sound any longer. that how it started. searching for fixes has now uncovered more issue.all the fixes i have tried SERVICE.MSC , WinKey with X / I / R are all getting the 'management console box' with CLASS NOT REGISTERED.even have tried the CMD and there is no option to 'run as administrator'.have tried the RESET using the 'restart button + shift . the reset starts... runs and then returns with 'had an issue' changes uninstalled.this all started just after running a Norton 15, Speed DISK and BOOT optimize. seems i have no recovery points saved. i have offloaded a

• Can you elaborate the troubleshooting steps that you've done so far?
• Are you able to tell us when did this happened and how long is this ongoing?
• Were there any newly installed applications or updates applied on the device?

class not registered

Neither Edge or the start menu will load on my computer. It just comes up with X class not registered.

Any suggestions?
