Windows 10: Classic Icons won't move in classic mode on Windows 10?

It's simple...when I got my windows 10 I changed the view to classic mode and was able to move my icons, now they are stuck and I can't move them anywhere...where do I fix this...I want to rotate and put the way I like on the screen?

Do not want to use Cortana and want to customize the desktop in classic mode in Windows 10.

Before assisting further, could you please clarify if you mean Classic theme or Classic mode?



You can disable Cortana and search by following the steps below:

• Right click on the taskbar and hover the mouse over to
  Cortana option.
• Click on Hidden option and check if the changes are effective.

If you mean Classic themes, I suggest you to post a feedback on the enhancements and additions to be made to the operating system using
Feedback App in Windows 10. We will make sure the feedback given by you will be considered and worked on.

Windows 10 Classic Theme

Expanding on How can I make Windows 8 use the classic theme? and Windows 10 TenForums: Windows Classic Look Theme in Windows 10 -- how does one use Windows 10 with the old classic theme?





There's a Windows 10 theme over at DeviantArt but it does not work with the final RTM:

Windows 10 Classic View not found

For Windows 10, Microsoft lists the following way to use the Classic View (as in Windows 7):

To change the Start menu to Classic view

The classic view of Start menu is based on previous version of Windows.

• 
  Open Taskbar and Start Menu Properties by clicking the Start button
  
  
  , clicking
  Control Panel, clicking Appearance and Personalization, and then clicking
  Taskbar and Start Menu.
  
• 
  Click the Start Menu tab, click Classic Start menu, and then click
  OK.
  

That sounds OK, except that in the latest version of Windows 10 "Appearance and Personalization" is not found in the Control Panel--only "Personalization," without an option for Classic Start menu, is given. So what has Microsoft failed to say or update?

I realize that third party apps (to give a Windows 7 experience) are available, but I would like to know what Microsoft itself offers in terms of the Classic View.

Similarly, in Windows 10 is there a way to add folders to the C-drive in the classic way, as opposed to creating a folder in Desktop under This PC and then adding folders there? (I do not want to go to Desktop, then a Desktop folder, every time that I want
to view or create a folder--those are tiresome extra steps compared to the Classic way of creating a folder on the C-drive.)
