    Computer specs listed below. CPU was running 100% on Windows 10 no matter what I updated or advice columns I followed it ran at 100%. When booting up in safe mode it would act normal. At one point I started getting an error screen saying "Oops Something Went Wrong" until the computer just would not boot without showing this screen. So I decided to get a new hardrive and new copy of Windows 10 thinking that would resolve the issue. During installation the issue happened again. I then removed the video card installed a new unused video card, replaced the battery on the motherboard and it happened again but not as fast. I was able to complete the windows installation at that point.


    Now that the new Windows 10 is installed on a brand new SSD with a brand new video card the CPU is still running at 100%. What should I do now?

    Processor: Intel Core i5-2500K Sandy Bridge Quad-Core 3.3Ghz 3.7GHz Turbo Boost LGA 95W BX80623I52500K

    Memory: GSKILL Sniper Low Voltage Series 8GB 240 Pin DDR3 SDRAM DDR3L 1600 PC3L 12800

    Hard Drive: Seagate ZA250CM10003 Barracuda 120 SSD 250GB 2.5

  2. Clean Install Workaround for Vista

    You may remember this news story on techPowerUp! a couple of days ago relating to the lack of clean installs when using the Upgrade Editions of Vista, which required an old OS to be installed. However, Paul Thurrott has managed to find a workaround for this issue, which ironically lets users do a clean install Vista without any previous version of Windows, albeit a little tedious. Here are the steps:
    • Boot from the Windows Vista Upgrade DVD as normal
    • When prompted for a product code, leave this blank
    • Select the version of Vista you have purchased and let Vista install
    • When you boot to your desktop for the first time, run the Vista setup from Windows
    • This time enter your product key
    • When asked whether you want to do an Upgrade of Custom install, select custom and choose a clean install
    • Windows will now install for a second time and you should be able to activate it
    Remember, these steps are only advised for use in order to achieve a clean install of Vista, it is only legal to use the upgrade editions if you have previously purchased the appropriate version of Windows.

    We understand your concern as you are getting 100% CPU usage on your PC.
    In order to get clarity and to assist you accordingly, please reply with the answers to the questions below:



    • What is the Version and Build of Windows 10 installed? (Type winver
      in Windows search/Run command)
    • Are you aware of any recent changes on the PC prior to this issue?


    Please help us with the screenshot of the Process tab in
    Task Manager (open Task Manager and select Process tab and click on the CPU %) and System information
    page (Press Windows + R key and type msinfo32, click OK) for further investigation. (Please follow the steps mentioned in the
    screenshot posted
    by Shawn ‘Cmdr’ Keene on Oct 2, 2015 to post the screenshots.) Do not share any personal information in the screenshots.



    Meanwhile, we would suggest you to perform these methods and check.



    Method 2: Clean boot

    Try booting your PC in clean boot. Refer to the article on How to perform
    a clean boot in Windows


    Note: Clean Boot starts Windows with a minimal set of drivers and startup programs, so that you can determine whether a background program is interfering with your game or program. Also, you may not be able to use some
    programs in clean boot.



    If performing a clean boot fixes the issue then, please refer to the section
    How to determine what is causing the problem after you do a clean boot
    to check which program is causing the issue.



    Note: Please refer the section Reset the computer to start normally after clean boot troubleshooting
    to boot the computer in to normal mode after troubleshooting.



    Method 3: Update the hardware drivers.

    We would suggest you to click on Detect Driver tab beside “Let us analyze your system to find the latest updates” from

    Dell Website
    and follow the onscreen steps.
