Client server runtime process and desktop window manager consuming 20-40% GPU usage

when doing basic tasks such as watching a video or moving the mouse cursor around the screen csrss.exe client server runtime process and dwm.exe desktop window manager consume up to 40% GPU usage. This causes lag and fps drops when playing games which my computer is more than capable of playing.I have made sure that the issue is not a virus since I have reset my windows many times and the issue still persists. I also used benchmarking software other than task manager like GPU-Z and msi afterburner. This issue has been going on for 5 monthsSpecs: GPU: Msi rtx 3060ti gaming x trio.CPU: Ryzen

  2. High GPU Usage By Client Server Runtime Process and Desktop Window Manager When Scrolling Or Other Mouse Movements

Recently I Decided To Reinstall Windows Since I Wanted To Remove All Junk That Had Gathered Over The Years, However After The New Installation

I started To Notice That The Background Processes Like Client Server Runtime and Desktop Window Manager Started Using Around 5 - 10% Of My GPU ( 3D ) and When Scrolling It Goes Over To 40 - 50 % Usage

Annoyed Of This Issue I Reinstalled Windows From a USB Flash Drive Again But This Didn't Fix The Issue..

    Plz Help....
