Windows 10: Clip board history completely broken - Comes up as transparent window, then disappears

As the title says. If I turn it off, it tells me to turn it on and the window is solid, but when I do, it's transparent again and then disappears.I have done everything I could find. I've unplugged my keyboard and replugged after removing drivers, I've ran the super long corruption suggestion in powershell and I've added it to the registry edit, turned it off and on, restarted computer many times. NOTHING works. I really don't want to do clean install of windows as I did that just a few days ago.Thing is, it's also working just fine on another account, but it is ruined on my administrator one.

I have a workaround to stop this happening. I’ve posted it multiple times, I hope the original poster will accept it as the answer as it disappears in all of the answers. Forget searching for something, follow these steps and you will be fine:

1. First do a restart so that the small window is not blocking anything.
   
2. Then click on the blue window at the bottom of your screen.
   
3. Type in "transparency",
   
4. select the first thing that comes up in the search that is "Transparency Effects".
   
5. In the popup turn off the transparency effects.
   
6. You need to restart your computer
   
7. Welcome to not be bothered by this transparent window anymore
