Windows 10: Clipboard History Infinite Loading and Disappearing

Hey there folks!I've had an issue for a couple of months now with my clipboard history not working whenever I press Win + V it appears to be loading and then it simply disappears, I've tried contacting Microsoft support both online and via phone number and all the steps they've provided me haven't helped using Powershell to paste certain things, changing my Registry via an editor to include strings for clipboard and its history, installing Windows while keeping my apps and files.A Microsoft support agent I've contacted via phone number has told me that the issue must be rooted somewhere pr

To Turn On or Off Clipboard History in Settings

Confirmed by Microsoft:

Your clipboard history is limited to 25 copied entries. Older items—unless they're pinned—are removed automatically to make room for new clipboard items

Windows Clipboard History Panel Misbehave

My Windows OS version is 1809 and build no is 17763.195.

I am referring to Windows File explorer. I already mentioned that the clipboard shortcut works once I restart my file explorer manually. But I shouldn't have to restart explorer every time I reboot my computer, correct? Thus, the above steps doesn't help.
