    CLIPSVC is an abbreviation of Client License Service and it is used to provide a licensing support structure to Microsoft Store Applications. So, in order for the Windows Store apps to work, CLIPSV should be enabled. However, some Windows users are experiencing an error where CLIPSVC is not starting and they want to know how to enable it.

    Now, right-click the .reg file and select Merge. You will be asked to confirm your action, do that, by clicking Run.

    Now, restart your PC or use the following command in Command Prompt (as an administrator) to enable CLIPSVC in Windows 10.

    Since ClipSVC is related to Microsoft Store apps if the script does not fix your issue try resetting Microsoft Store apps with PowerShell.

    If don’t want to use any command, launch Settings (Win + I) and click Apps. Search for Microsoft Store, select it and click Advanced options > Reset. Wait for it to complete and check if the issue persists.

    ClipSVC - what it really is

    This post is intended for curious users who notice something like ClipSVC in their monitoring or analysis of activity on their Windows 10 computer. Being one such person my internet searches yielded a lot of just wrong information -- at least in so far
    as it relates to Windows 10.

    I can't find it documented directly by Microsoft but by noting that ClipSVC is actually a path element leading to a file tokens.dat, I have been able to find useful information: it's part of the licensing system and has nothing to do with the clipboard (which
    is what many misleading websites report).

    So nothing is being "clipped" and there are no privacy or other concerns I can identify associated with the file.

    Hi, wsappax is related to Store apps (universal apps).

    I'm wondering why explorer is using so much CPU time.

    System and Compressed memory should normally be using negligible CPU time.

    Presumably Defender (Antimalware) is active 'cos of other activity.

    2-3% CPU use in Safe Mode is high... can you post a screenshot of your task manager in Safe Mode?

    Client License Service (ClipSVC)

    You have 0 internet activity, so this is nothing to do with app updates.
    A quick search on wsappx and CPU use does not suggest an immediate solution. I've found nothing on this forum on wsappx.

    Have you recently installed any new apps since this became apparent?
    Do you have a system restore point created before this started, or a disk image you can revert to?
    (We strongly and repeatedly recommend disk imaging e.g. Macrium reflect (free) + its boot medium + external storage).

    Can you try a clean boot, then post a screenshot of your task manager?
