Windows 10: cmd.exe errors 0xc0000142 ,tried many things

hi

iam lost atm,

my pc works usually fine,i fix probs without issues,but yesterday openvpn acted up, in middle of the day

i checked what exactly the issue was, and cmd-admin to see whats going on ,and it errored 0xc0000142

then i took some steps to check what it might be.

-since i couldnt cmd ,reboot to save mode,there cmd works fine

-sfc /scannow ..no issues 100%

-rebound dll's (commandline %1 etc)

back to win10 pro

-cleaned registry

-checked for virus of all kind (my tool runs 24/7 ,the chances are nearly 0)

-made a new admin acc,to check if its account based

-set the system back 2 days (sys restore)(where all worked,1day ago i still used cmd) still no dice


things i didnt even try

-adobe (didnt change for months,updates blocked)

-nvidia (i dont use their datamining tool,pure drivers)

-system repair (that would be the last method to try)


iam up for suggestions

Error 0xc0000142 (windows 10)


I get that error when running a game but it was running normally at windows 7 before upgrading.

 

windows exe files are not working. cmd.exe are not working. i can't run sfc \scannow , chkdsk , cmd etc.

I am getting "the application was unable to start correctly 0xc0000142" error on server 2012. windows exe files in system32 are giving errors.
cmd is not opening. I did regedit repair. But the problem didn't improve.

Please help me.

left my computer on last night when i went to bed and when i got up today and tried to launch the sims 2 i received the following error code 0xc0000142 ing me the application cannot be started, it also happened when i tried to start any application such as notepad and i had to manually restart my pc to correct it, also in event viewer i keep getting a message regarding the usb device driver so ive uploaded a screenshot of that

and last but not least most of the time windows time and date changes on its own and cannot be updated from the internet it just says an error occurred while windows was synchronising with time.windows.com and in event viewer it says " The time service has not been able to synchronize the system time for 49152 seconds because none of the time providers has been able to provide a usable time stamp. The system clock is unsynchronized." (although i think the time thing maybe due to a low cmos battery even though my mobo is only a uear old )
