Windows 10: cmd.exe: this app can't run on your pc

I'm running a python script using command prompt, it used to work last week but now I get "this app can't run on your pc". Also, cmd says "access is denied".I haven't changed anything but I know that I had a Windows update after I finished last week.edit: Run as Administrator gives the same result.

"MYNAME" is your username in users




Open File Explorer go to the directory where your program is .
Rightclick on the exe file and choose Run as Administrator.

From exe file property ===> check: Run this program as an administrator

open cmd: run as adminitrator

type cd ==> enter

C:\Users\MYNAME\Downloads\Programs\Apps\Viber Setup ==> Enter

===> 'C:\Users\MYNAME' is not recognized as an internal or external command, operable program or batch file.
****NOTE: UserName is replaced by "MYNAME''' because it is my personal name, so I changed it. When I typed in cmd, I used the exact UserName. It was changed when I posted it here
