Windows 10: CMD is broken?

Everytime an app or myself tries to use a command prompt for whatever reason, be it opening another app or running something with special parameters etc., the elevated CMD window opens briefly then closes. This happens no matter what I do, even running with administrative priviliges. Is therre any way that I can fix this so I can use CMD again?

Steps I've done

Here what happens

  turn on PC
  
• 
  start windows
  
• 
  get blue screen ( message NTFS file)
  
• 
  it reboots returns to diagnosing PC
  
• 
  Diagnose and repair fails
  
• 
  I move to advance options
  
• 
  will not reset windows , I click on CMD
  

things I've tried
commands:

reagentc /disable

reagentc /enable

*************************FAILED
not recognized
**********************************

Please advise

Is my graphics card broken?

I have a Sapphire HD 4830.

When I boot into XP all is initially fine and I am able to see the desktop.

However, when I click on the start bar and navigate a few steps, I receive an immediate white screen of death and a total irrecoverable lock-up.

I am confused about what this could mean and I would be grateful for any suggestions on the best course of action to test and repair the problem.

Does this sort of issue suggest that the graphics card is irretrievably broken?

Run CMD


1. diskpart
2. list disk

Then in the 3º step, put the correct number of disk in the list for the usb flash (if it's listed in disk 3, then you'll have to write select disk 3).

2. select disk #
3. clean
4. create partition primary
5. select partition 1
6. active
7. format fs=fat32
8. assign
9. exit

with that commands you will format the flash drive in fat32, if you have a large drive you can select also "format fs=ntfs" in step 7.
