Windows 10: CMD Opens and Closes Rapidly Every 10 Minutes

Hello, I have recently noticed that my command prompt app rapidly flashes every 10 minutes on the dot. I was able to catch the name of this what I assume is a EXE opening. The top of this window states: C:\Users\Evan\AppData\Roaming\uwcgubdWhat I found weird is that I can not seem to find this file, EXE, or anything in this file pathNot sure what the issue is, and I would love some help here. Thanks!

2 CMD Screen Open and close after Windows 10 Clean Install

Sorry for my english. After clean install windows 10 on my USB and after few PC open(still clean I can't install anything.), just for 1 time I see 2 CMD black and empty screen at startup. It close very fast and I can't see anything. If I create new user,
I see that screens when open new user too. Virus check and nothing. Please help me.

Step by step:

Clear HDD with format c: /fs:NTFS /p:2

Install Windows 10 Home

Installation Complated

Connect WİFİ

Windows 10 Install Automatically Nvidia Driver

Restart PC

Nothing everything normal

Close PC and Open again

Nothing everything normal (sometimes)

Again Close PC and Open again

2 CMD open and close very fast

sometimes this happen after few PC open and close. But I just see this only 1 time. Not every start.

 

CMD Keeps crashing on opening after upgrading to V1709

Same result, it just opens rapidly and then minimize's itself and closes down

 

All programs and files rapidly opening and closing and jumping around

I am using Windows 10 pro, with Chrome browser I have no idea if the problem is Windows or Chrome. I have already

reinstalled Chrome w/o any progress. All programs and files rapidly opening and closing and jumping around very rapidly.

The only way I can stop it is to turn off the computer and that fixes it temporarily. I am using Windows Defender, the paid version of Malware Bytes (which shows no Malware). The issue has been happening every day for a month.

Pls advise.
